Myers stated that his team is currently investing significant time and effort into establishing a sustainable sports betting market in the Mountain State.

Ultimately, Myers’ remarks suggest a lack of faith in the ability of sports betting in West Virginia to meet or exceed the anticipated outcomes or forecasts.

WV Lottery fails to see the potential of online sports betting

The potential for a significantly higher West Virginia sports betting handle and revenue is highly likely, as various factors have impacted the overall outcome.

Some are obvious, including:

  • Two closed sportsbooks
  • Online betting is nonexistent.
  • Most of the NFL football season and March Madness do not offer online betting options.

And there are also some that are not as evident, such as:

  • There is currently a shortage of comprehensive sports betting apps in the market.
  • Round-the-clock betting options
  • Insufficient marketing and customer acquisition endeavors

In essence, WV’s sole online betting app, BetLucky Sportsbook, lacked the necessary reputation and app features to instill trust in bettors.

One of the appealing aspects of online betting is the convenience of being able to place bets at any location and at any time. However, this was not the case with BetLucky, as the app had specific operating hours and would close during certain times.

However, the app’s online wagering was steadily gaining popularity until it was compelled to cease operations.

With the right app and a strong emphasis on expanding sports betting in the state, the possibilities were immense and far beyond what was currently offered.

Myers made a statement regarding the current condition of sports betting in West Virginia.

In our inaugural year, we were unsure about our plans and goals. However, we have managed to close the year with nearly $1.2 million in revenue. Although it falls slightly short of our initial expectations, it is still a commendable achievement considering the absence of two operating casinos for a portion of the fiscal year, which some anticipated would have a more significant impact.

I’m confident that we would have observed additional revenue, despite already benefiting from the majority of the football season, which is known to be the main source of revenue.

Lack of faith in the WV sports betting revenue estimates

Myers discussed the sports betting market as the 2019 fiscal year drew to a close.

Estimates indicate that the WV Lottery received an approximate yearly sum of $250 million in wagers from bettors operating within the black market.

Since its launch 10 months ago, approximately $130 million has been wagered by bettors. At first glance, it may appear underwhelming that West Virginia failed to capture a larger share of the black market.

Regrettably, the state has encountered numerous obstacles in the implementation of its legalized sports betting market. However, it can be seen as a victory that it has managed to secure approximately half of the estimated illicit betting market.

Furthermore, it is estimated that the state has the potential to generate $5 million in tax revenue. However, Myers holds the belief that the state will never reach this figure.

There appears to be a limited comprehension regarding the significant impact that a fully operational retail and online betting market will have.

By examining other markets such as New Jersey and Pennsylvania, it becomes evident how profound the influence of online betting is. Although Pennsylvania is still in its initial stages of online sports betting, an impressive 83% of New Jersey’s revenue in June was generated through online sports betting.

While it’s not fair to directly compare WV to NJ, we can certainly acknowledge the importance of online betting on their respective financial outcomes.

During its initial 10 months of operation in WV, the state accumulated a tax revenue of $1.2 million.

With the presence of multiple online betting apps and all five WV casinos offering sportsbooks, it is realistic to anticipate that the state could generate $5 million in tax revenue.

Myers’ prediction for the upcoming fiscal year is as follows:

Honestly, I cannot confidently predict our revenue without a complete year of operations. While I estimate that we may achieve $2 million this year, I cannot provide a guarantee.

It appears that he disregards the significance of relaunching online betting.

As of now, West Virginia has given its approval to three online sports betting applications.

The potential for state revenue to significantly increase is high if at least one of those mobile gambling apps is launched before the start of the college football season.

The Lottery’s role in online sports betting in WV

The responsibility of interpreting and enforcing the rules and regulations for sports betting in West Virginia lies with the WV Lottery.

Myers made a comment regarding its role.

Different people have varying expectations. Certain individuals who engage in sports wagering have high hopes of seeing their efforts pay off, yet they may be disappointed by the lack of fruition.

While it is true that the Lottery does not have direct control over setting up systems, placing wagers, or determining odds, we still play a crucial role in ensuring that all legal procedures have been followed.

The recent delay seems to be partially caused by the West Virginia Lottery’s interpretation of the Wire Act and their requirements for compliance.

Myers confirmed in May that DraftKings Sportsbook successfully completed all tests and was anticipated to launch one week after.

The following week, Myers’ perspective shifted significantly. He once again made a public statement, this time forecasting a launch that would take place nearer to the commencement of football season.

The delay occurred because a wallet server had to be constructed in West Virginia, as indicated by his remarks. A wallet server is a distinct server solely dedicated to storing customer account details.

It appears to be an excessively cautious requirement that the wallet server location must be in West Virginia.

The main purpose of the Wire Act was to prohibit the transmission of sports betting information between different states. However, it is important to note that a wallet server does not store or transmit any betting data.

Mardi Gras and Wheeling Island update

Miomni, the sports betting provider of Mardi Gras and Wheeling Island casinos, is currently embroiled in a legal dispute with Delaware North, the owner. Delaware North alleges fraudulent activities and is pursuing the termination of their contractual agreement with Miomni.

As a result, the company finds itself in uncharted territory, grappling with the challenge of forging a new direction. Myers proceeded to divulge his knowledge:

I asked one of their general managers about it recently, and they mentioned that they are actively working on the issue. However, no specific details were given at that time.

The presence of an ongoing case before the Delaware Court of Chancery suggests that it may take a considerable amount of time before the casinos can resume their involvement in sports betting.

According to Myers, the current status of sports betting in West Virginia can be encapsulated by the following statement.

“We believed we had successfully initiated and running, but unfortunately, it unexpectedly ceased functioning. Hence, I am unable to provide you with a specific date at the moment.”
